How to read these

A baseline and an outcome published by the same body that is being measured are both official claims. They tell you what the government reports, which is worth knowing, and they are not the same as an independent measurement. Where PDU later indexes the statistics release or audit behind a figure, that reading is recorded separately and both remain visible. See the method statement for how the categories differ.
